Your Windows Virus Protection is off? And for all you know whenever you try to start it, it just won’t do anything.
In Windows Explorer, browse to the C: Windows System32 Tasks Microsoft Windows SoftwareProtectionPlatform folder, and then verify that the NETWORK SERVICE account has Read permissions for that folder. Restart the Software Protection service if it is running.
Typical for Microsoft, it won’t even tell you what’s wrong. It just says “Threat service has stopped”.
Above is a screen you see when you click Windows-X, “Settings”, “Home”, “Update & Security”, “Windows Defender”--and clicking “Restart now” doesn’t do anything.
Yes, it’s a well known problem. And Microsoft doesn’t fix it.
Anyways, I have fixed it for you, so go ahead and open your registry:
There is a value called “DisableAntiSpyware”. If the value is 1 than that means, you can’t start the service. So go ahead and put it to 0. And now you can start it.

No worries. Just download this file “RestartWindowsDefender.zip” by right-click download (Save file as), unzip, and then double click the reg-file.
